Main Project Features: Technical advisory services for the high-capacity passenger rail concession connecting São Paulo to Campinas (TIC North Axis). The project encompasses three primary services:
- Express Intercity Train (TIC): A 101-km line connecting São Paulo and Campinas with an intermediate stop in Jundiaí.
- Inter-Metropolitan Stopping Service (TIM): A 44.4-km regional rail service with 5 stations serving Jundiaí, Louveira, Vinhedo, Valinhos, and Campinas.
- Metropolitan Commuter Rail (Line 7-Ruby): A 56.8-km urban rail line with 17 stations spanning São Paulo, Caieiras, Franco da Rocha, Francisco Morato, Campo Limpo Paulista, Várzea Paulista, and Jundiaí.
Activities Performed:
- Financial Modeling Consistency & Update: Comprehensive review of the economic-financial modeling framework to ensure internal consistency, structural coherence, and baseline updates prior to the launch of the public PPP tender notice (Edital).
- PPP Economic-Financial Modeling: Development of the official Financial Model Report and cash flow projections evaluating concession viability for the State Government of São Paulo.
- Value for Money (VfM) Assessment: Methodological review, recalculation, and documentation of the Value for Money (VfM) report to quantify public sector benefits versus traditional procurement alternatives.
- Cost-Benefit Analysis (CBA): Execution of economic evaluation and Cost-Benefit Analysis to measure broader socio-economic impacts and financial sufficiency for operator remuneration.
