UITP AWARDS 2017 | Smart Financing and Business Models
ADDAX Assessoria Econômica e Financeira LTDA, in partnership with EMTU – Empresa Metropolitana de Transportes Urbanos de São Paulo SA, was awarded by UITP – Union Internationale des Transports Publics, in the category “Smart Financing and Business Models,” for the project “Public-Private Partnership (PPP) for the Integrated Metropolitan System of the Baixada Santista Metropolitan Region (SIM RMBS).”
Project
The PPP contract, structured as an Administrative Concession, covers 9 cities in the RMBS and its purpose is the “Provision of public intercity urban public transport services, by bus, LRT (Light Rail Transit), and other low- and medium-capacity vehicles, including the Supply of systems and vehicles, Operation, Conservation, and Maintenance.”
Signed on 06/23/2015, the contract is valued at US$1.8 billion and has a term of 20 years. Investments for the first LRT line, spanning 11.5 km, with 15 stations and 18 LRT trains, totaled US$415 million. Once complete, the system will feature 19 km of LRT track with 27 stations and 22 trains, along with a fleet of 400 buses to meet an estimated demand of 200,000 passengers per day.
Award
The UITP Awards, held every two years, recognize innovative ideas that drive public transport forward around the world. To take part in the 2017 edition, held in Montreal, Canada, projects had to have been implemented between 2015 and 2017 and be integrated into the local urban mobility system. An international jury selected 24 finalists from more than 230 projects, divided into 7 categories.
In the Smart Financing and Business Models category, ADDAX and EMTU were recognized for their proposal that unifies, under a single private concession, both LRT and bus modes across a metropolitan region.
The SIM RMBS PPP project stood out for its broad financing model, its planned ancillary revenues, and its integrated approach, serving as a reference for transport systems in developing countries.
