Main Project Features: Project structuring for a concession or public-private partnership (PPP) to implement, operate, and maintain a rail-based public transit system managed by a private partner. The project replaces part of the existing BRT corridor in Curitiba and extends transit service to the Afonso Pena International Airport in São José dos Pinhais.
Activities Performed:
- Economic and Financial Assessment: Consolidation of investment (CAPEX) and operating cost (OPEX) estimates.
- Tariff Revenue Modeling: Demand projections and farebox revenue modeling.
- Economic-Financial Model Development: Building and calibrating the financial valuation and cash flow model.
- Scenario Simulation: Definition and evaluation of multi-scenario simulations for project optimization.
- Value for Money (VfM) Analysis: Execution of VfM assessment to support the chosen procurement route.
- Fiscal Diagnosis & Concession Structuring: Evaluation of the fiscal standing of the State of Paraná and formulation of the recommended PPP/concession model.
