Main Project Features: Expression of Interest (Manifestação de Interesse) for the presentation of technical, operational, economic-financial, and legal modeling studies regarding the concession for the management, operation, maintenance, and expansion of the Federal District’s metro system, aiming to enhance public transport service delivery and operational efficiency.

Activities Performed:

Financing Strategy: Formulation of proposed project financing structures and debt-sourcing strategies to back the concession.

Macroeconomic and Project Benchmarks: Definition of key macroeconomic assumptions (GDP growth, TJLP, inflation indices, etc.) and evaluation metrics (IRR, payback period, NPV, etc.).

Commercial & Non-Fare Revenues: Identification of market potential for commercial exploitation and non-fare revenues, including real estate development and residual land plots (áreas remanescentes).

Tariff & Remuneration Structure: Definition of public tariffs, concessionaire/operator remuneration mechanisms, guarantee structures, fare integration revenue-sharing rules, and bidding contract parameters.

Economic-Financial Modeling: Development of a comprehensive, fully traceably linked cash-flow financial model covering all project costs, revenues, and tax/accounting frameworks across the concession lifecycle. Included scenario analyses and feasibility studies for proposed metro network extensions.

Outputs & Sensitivity Analysis: Detailed output reporting, including public tariffs, availability payments or upfront grant fees (outorga), equity IRR, and financial risk profiles.

Cost-Benefit Analysis: Evaluation of socio-economic cost-benefit ratios across key stakeholders (private concessionaire, public administration, and passengers).
