- Institutional Diagnosis: Assessment of the legal, administrative, and institutional frameworks governing metropolitan and intercity bus passenger transport in Minas Gerais.
- Economic & Financial Diagnosis: Detailed evaluation of tariff structures, system costs, revenue flows, and financial sustainability across the state’s public transit network.
- Gap Analysis & Opportunity Mapping: Identification of operational inefficiencies, regulatory bottlenecks, and key improvement points in system control and governance.
- Strategic Guidelines & Improvement Plan: Proposal and formulation of actionable guidelines to modernize management, enhance regulatory oversight, and improve service delivery.
