Main Project Features: Development and detailing of a methodology to measure and evaluate positive externalities (benefits) generated by the implementation and operation of urban rail transit systems in Brazilian cities, culminating in a simplified digital calculation tool. The initiative involved analyzing, reviewing, and enhancing existing methodologies used by rail transit operators to monetize the socio-economic and environmental benefits of medium- and high-capacity rail lines.
Activities Performed:
- Methodological Review: Benchmarking and review of existing externality calculation frameworks used in major metropolitan areas (São Paulo and Rio de Janeiro).
- Direct Benefits Quantization: Calculation and monetization of direct impacts, including travel time savings, vehicle operating cost reductions, and fuel consumption savings.
- Indirect & Environmental Externalities: Assessment of indirect benefits, including pollutant and greenhouse gas emission reductions, alongside traffic accident cost reductions.
- Digital Tool Development: Conception and building of a user-friendly Excel-based digital spreadsheet tool to automate the calculation and estimation of socio-environmental and socio-economic externalities for rail transit projects.
