Project Name: São Paulo Urban Mobility Program – Engineering Front Lot 2: Preliminary Engineering and Feasibility Studies for the Concession of Lines 10-Turquoise and 14-Onyx
Year: 2023 – 2025
Location: São Paulo / SP
Client: International Finance Corporation (IFC) [in partnership with BNDES and the Secretariat of Partnerships and Investments of the State Government of São Paulo – SPI/GESP]
Main Project Features: Technical and preliminary engineering studies for the public-private partnership (PPP) concession of Lines 10-Turquoise and 14-Onyx. The concession scope encompasses operation, maintenance, trackwork, rolling stock procurement, systems installation, civil works, and overall infrastructure modernization and expansion:
- Line 10-Turquoise: A 37.2-km commuter rail line featuring 18 total stations upon project completion (construction of 4 new stations, comprehensive remodeling of 8 existing stations, and functional upgrading of 6 stations).
- Line 14-Onyx: A new 40.6-km Light Rail Transit (LRT / VLT) line in Eastern São Paulo, featuring 23 new stations.
Activities Performed:
- Pre-Feasibility & Field Diagnostics: Conducted comprehensive site surveys and structural diagnostics across existing trackwork, signaling, telecommunications, traction power systems, and rolling stock.
- CAPEX Estimation: Quantified preliminary civil works, station retrofits, and system engineering requirements to establish accurate capital expenditure (CAPEX) baselines.
- Operational Modeling & OPEX: Developed operational plans, fleet sizing strategies, and operational expenditure (OPEX) cost models for both heavy rail (Line 10) and LRT (Line 14) specifications.
- Photogrammetric Surveys: Executed field photogrammetry and spatial surveys to map rights-of-way and inform preliminary layout designs.
- Government & Stakeholder Advisory: Supported state authorities (SPI/GESP), BNDES, and IFC throughout the technical structuring and project definition phases.
