- Financing instruments and financial engineering and guarantee mechanisms used in PPPs;
- Institutional structuring and the types of contracts established between the parties, and the division of risks and benefits;
- Capacity of target actors to implement PPPs; needs in terms of structuring, financing, and guaranteeing PPP projects; and positioning of the main associated actors.
ADDAX’s recommendations to AFD based on the study:
- Legal, financial, and guarantee structures to be prioritized in PPPs;
- Positioning of the Group in relation to target actors, in terms of instruments and financial offerings to be promoted;
- Partnerships and cooperations to be developed with these actors.
